Through the project “Geospatial Information on the Sustainable Development of the Territory in the High Intensity Area of Tirana-Durres Development”, funded by the Japanese Agency for International Cooperation (JICA),was conducted air photography and the production of orthophotos with a resolution of 0.08 m / 375 km² including the economic triangle Tirana-Vora-Durres.

The project envisages the creation of large-scale digital maps for this area, according to contemporary methodologies and standards, used in Japan, as well as the transfer of technology, including hardware and software infrastructure, with a view to establishing, at a later stage of maps such for the entire territory of the country.

Large-scale maps, which have not been produced for more than 25 years, are very much needed for the country’s development, especially as regards property issues and infrastructure construction.

ASIG, in the role of the responsible public authority, has created and published on the National Geoportal the geospatial information on the topic “Geographic Names”. The published information is in full compliance with the standard approved by VKM no. 142, dated 22.02.2017 “For the Approval of the Document State Standards for Technical Specifications of Geospatial Information in Albania – Topic: “Geographical Names”.

The published information contains three categories of data which are:

1.Official residences in the Republic of Albania (Towns-Villages). The total number of points processed for the entire territory of the Republic of Albania is 3056. The information collected and processed was taken from the maps of the Territorial Administrative Division of Local Government Units in the Republic of Albania of 2014.

2. Relief, the total number of processed points for the entire territory of the Republic of Albania is 9926. The information for this category is collected from topographic maps of scale 1:25 000, refined with maps of scale 1:10 000. Elements of relief are divided into several types and are presented in the attribute “LlojiLokal” such as: field, field, tail, bank, rib, bunishte, chuka, face, field, pit, mouth, stone, hauz, shadow, island, etc.

3.Hydrography – the total number of processed points for the entire territory of the Republic of Albania is 5157. The elements of this category are of several types and are presented in the attribute “Local Type” such as: stream, lake, catchment, reservoir, river, channel, etc. The published information is very important and helps the users of the National Geoportal, public institutions, business and citizens and combined with the information on other geoinformation topics creates an added value of the National Geospatial Information Infrastructure in Albania.

Maps of the Central Technical Archive of Construction are published

ASIG has published maps available on the National Geoportal provided by the Central Technical Archive of Construction (AQTN) titled “1:500 Scale Sheets for the city of Tirana, 1980.” These sheets were constructed using tacheometric methods by the former Geology-Geodesy enterprise. The primary purpose of creating these sheets was to generate maps and plans for territories where cities and large engineering works were located, at scales of 1:500 and 1:1000. ASIG’s goal in publishing them is to assist institutions and the public, particularly in matters related to planning and property. After 25 years, the new Mareographic station is put into operation

The State Authority for Geospatial Information (ASIG), mandated by Law no. 72/2012, “On the organization and functioning of the national infrastructure of geospatial information in the Republic of Albania,” as the authority responsible for creating and maintaining the Albanian Geodetic Reference Frame, has developed the project for the Tide Gauge Network in the Republic of Albania.

In fulfilling this task, ASIG has initiated the implementation of this project by commissioning the Tide Gauge in Kepi i Palit (Durrës), ending a 25-year absence of information on sea level monitoring. This project is being implemented with Norwegian assistance through the ALNO-HIP project, which aims to build two tide gauge stations in Durrës and Sarandë. It is expected that the Sarandë station will be operational by April of this year. ASIG also plans, with the funds made available by the Albanian government, to construct and install two additional tide gauge stations (Shëngjin and Orikum). All these efforts are part of the realization of the national project for geodetic networks. These stations will fill a long-standing gap in data on sea level along the Albanian coastline, crucial as a baseline for creating the Albanian Geodetic Reference. The data generated, analyzed, and published will meet the requirements of various agencies: state institutions, local authorities, and international entities involved in studying the dynamics of the Albanian coastline. The data from the tide gauges installed along the coastline will be transmitted through an online communication line from the stations to the control center at ASIG. Subsequently, this data will undergo relevant processing and analysis to calculate the average sea level, LAT, etc., which will be published through a dedicated service on the official ASIG website.

The State Authority for Geospatial Information (ASIG), in the 4-year period of its operation, has taken important steps in the realization of its mission, the construction of the National Infrastructure of Geospatial Information in the Republic of Albania, based on Law No. 72/2012, dated 28.06.2012, “On the Organization and Operation of the National Geospatial Information Infrastructure in the Republic of Albania”. One of the most important achievements of ASIG is the construction of the National Geoportal, which provides network services, in full compliance with Law 72/2012 and Directive 2007/2/EC “INSPIRE”, of the European Parliament and Council. ASIG Activity Program

One of the fundamental responsibilities of ASIG is the creation and management of the National Geoportal, as well as ensuring public access and access for interested parties in accordance with the provisions of Law 72/2012. This Geoportal is a crucial step within the framework of Open Government (OGP), which fundamentally advocates for open data policies for citizens, offering services without bureaucracy and closer to quality. The National Geoportal will serve for inter-institutional cooperation in the context of efficiency in citizen service.

Given that it is one of the priorities of the Albanian government, as referred to in the regulatory legal framework that has now been complemented with recent amendments, the focus will be on the development of these online services. In this context, ASIG has organized several activities, such as:

14.06.2017 – CLOSING EVENT Within the successful completion of the cooperation project between the Norwegian Government and the Albanian Government regarding the creation of the National Geospatial Information Infrastructure in the Republic of Albania.



Albanian Geodetic Frame which is in use in the Republic of Albania, is approved by the Decision of Council of Ministers no. 669, dated on 08/07/2013 and it is called:

“Korniza Rreferuese Gjeodezike Shqiptare 2010” (KRGJSH-2010), “2010”, is the index related with the “epoch” used to define geodetic coordinates for all the geodetic points in the Republic of Albania.

KRGJSH-2010, shall be determined on the basis of the European Geodetic Reference System. KRGJSH- 2010, shall be used for all the applications associated with the use of geodetic coordinates in the country. Relationship between KRGJSH-2010 and the classic coordinate reference systems which are used in our country, until the entry into force of the KRGJSH-2010, will be made by using the transformation parameters calculated for each case.

KRGJSH-2010 includes:

I. Fundamental geodetic parameters determined in Geodetic Reference System (GRS-80):

1) Equatorial radius; a = 6 378 137m

2)Geocentric gravitational constant, including mass of the atmosphere; GM = 3 986 005 x 10-8 m3s-2

3) Dynamical form factor; J2 = 108 263 x 10-8

4)Reciprocal of flattening; 1/f = 298.257 222 101

5)Angular velocity of rotation; ? = 7 292115.0 x 10-11rad.sek-1

II.Geodetic coordinate system ETRS89. Realization ETRF2000, Epoch 2010. III.Height system. The System shall be realized through the bench marks the State Leveling Networks involved in the United European Levelling Network (UELN) defined in European Vertical Reference System (EVRS) using gravity data defined in the unified system International Gravity Standardization Network 1971 (IGSN 1971).

IV. System of plain coordinates. The system of plain coordinates shall be realized using two Cartographic Projections:

1.Transverse Mercator Projection (TMzn), for mapping at scales larger than 1:500 000.

2.Lambert Conic Conformal Projection, for mapping at scales smaller than 1:500 000.
