NOTICE OF VACANCIES
Pursuant to the Law no. 7961, dated 12.07.1995 "Labour Code" as amended, the State Authority for Geospatial Information (ASIG) announces competition for 7 (seven) vacancies in positions:
1. General Director
GEODESIST INFORMATICIEN ENGINEER or GJEOMATICS
2. In the Support Services Sector;
ECONOMIST
3. In the Geodetic Reference Frame sector
GEODESIST ENGINEER
4. In the sector of Cartography
CARTOGRAPHY ENGINEER, PHOTOGRAMETER or GEODESIST
5. In Coordination sector and EU Standards
GEODESIST ENGINEER, CARTOGRAPHER or INFORMATICIEN
6. In National GIS sector
GEODESIST ENGINEER, CARTOGRAPHER or INFORMATICIEN
7. In Safety sector and Geoportal
DATABASE ADMINISTRATOR, NETWORK ADMINISTRATOR ,SYSTEM ADMINISTARTOR
Applicants must meet the general requirements provided by the Law. 7961, dated 12.07.1995 "Labour Code" changed.
SPECIAL REQUIREMENTS FOR CANDIDATES
• GENERAL DIRECTOR of ASIG:
1. Degree in Geodesy, Computer Science or Geomatics with a grade point average on 8(eight) .
2. Master or ekuilivalent in the above areas.
3. The candidate must have not less than 5 years of experience in the practice.
4. Must have experience in fundamental geodetic works, cartographic, photogrametric carried out by the central authorities of the country.
5. Must have experience and know the local legislation and that of the EU concerning with the national infrastructure of geospatial information.
6. The candidate must have experience in building and coordinating domestic and foreign projects.
7. The candidate must have good knowledge in English language. Knowledge of other languages is a priority.
8. To acknowledge the priorities of the government regarding e-Governmentin and Digital Agenda, to acknowledge well EU Digital Agenda.
9. To acknowledge base computer programs.
• ECONOMIST:
1. Degree in Economics.
2. Master or ekuilivalent in economy.
3. The candidate must have 5 years experience in Public Administration.
4. The candidate must have the necessary experience to support in the procedural and financial view the projects that will be developed within the country as well as projects that require cooperation with foreign individuals or organizations.
5. The candidate must have experience in making financial part of the documentation to be prepared for different tendering and bid evaluation.
6. The candidate must have experience in the calculation of tariffs and prices that will decide ASIG for services that offer through the "National Geoportal".
7. To know in detail the law no. 10296, dated 08.07.2010, "On the financial management and control" and the Law. 8379, dated 29.07.1998, "On the design and implementation of the state budget of the Republic of Albania".
8. To know English very well. Knowledge of other languages priority
9. To acknowledge use of labor-based programs in computer and software related to accounting.
• GEODESIST ENGINEER:
1. Geodesy graduated with a grade point average on eight (8). Master or ekuilivalent in the above areas.
2. Evidence of English language proficiency. Knowledge of other languages priority.
3. The candidate must have not less than 3 years of experience in the practice.
4. To have practical experience in the use of classic and modern geodetic instruments.
5. To have experience in process of analysis, defining and documenting the results of various geodetic measurements.
6. To have depth theoretical knowledge regarding network components of Geodetic Reference frame.
7. To have depth theoretical knowledge regarding Global Navigation Satellite Systems (GPS, GLONAS, GALILEO etc).
8. To have knowledge about the EU bodies dealing Geodesy and development of geodetic standards as EUREF, Eurogeographics, IAG etc.
9. To have depth theoretical knowledge associated with different reference systems used in the country and transformation of the coordinates.
10. Knowledge related to the Albanian legislation and that of the EU in the field of geospatial information.
11. To recognize base computer programs and those advanced associated with the calculation of coordinates in different systems.
• CARTOGRAPHER ENGINEER, PHOTOGRAMETER:
1. Degree in Geodesy, Mapping or Photogrammetry with a grade point average on eight (8).
2. Master or ekuilivalent in the above areas.
3. Evidence of English language proficiency. Knowledge of other languages priority.
4. The candidate must have not less than 3 years of experience in the practice.
5. To have experience related to the processes associated with the creation of maps in different national authorities of gjeoinformation infrastructure.
6. To have experience related to the compilation and generalization process that enables the transition from large scale maps in maps with smaller scale.
7. To acknowledge basic computer programs and those advanced as AutoCAD, ArcGIS Desktop, ArcGIS Server, PostgresSQL, PostGIS, Enterprise Architect , Quantum GIS, Openlayers, Mapserver, Word, Excel and Access
8. To have depth theoretical and practical knowledge related to various cartographic projections and especially, UTM, TMzn, Gaus-Kryger etc.
9. To have depth knowledge regarding conventional signs used in the country and in EU.
10. To have depth theoretical knowledge regarding the transformation of cartographic information from a geodetic reference to another.
11. Knowledge of Albanian legislation in the field of geospatial information.
• DATABASE ADMINISTRATOR, NETWORK ADMINISTRATOR, SYSTEM ADMINISTARTOR:
1. Degree in Computer or Electronics with grade point average of 8 (eight). Master or equivalent in the above areas.
2. Proof of English language proficiency. Knowledge of other languages is priority.
3. The candidate must have not less than 3 years of experience in the management of computer networks.
4. To have practical experience in maintenance of servers, printers, routers or other network devices.
5. The candidate must have very good theoretical knowledge in the management of computer networks.
6. Knowledge of virtualization and systems "Cloud" constitutes advantage.
7. Depth knowledge of theoretical and practical issues related to the design, construction, maintenance and updating of computer networking and firewall's.
8. Experience in organizing and presenting workshops at national networks.
9. Knowledge of Albanian legislation in the field of electronic communications and geospatial information.
10. Depth knowledge on geospatial databases is priority.

• After preliminary verification of applications, the State Authority for Geospatial Information will publish the list of competitors, which will continue beyond the competition.
• Entrants list will undergo a written examination to be declared the winner.
• The competition will be based on professional knowledge and legislation in the field of geospatial data Law no. 72/2012, "On the organization and functioning of the national infrastructure of geospatial data in the Republic of Albania", Law no. 9131 dated 08.09.2003 "On the Rules of Ethics in Public Administration", Law no. 9367 dated 07.04.2005 "On the prevention of conflicts in the exercise of public functions", Law no. 8503 dated 30.06.1999 "On the Right of Access to Official Documents".
